摘要大都市区是一个存在多个城市主体、横跨多个行政单元、具有一定人口规模和人口密度的地理空间、社会空间和经济空间。城市主体多元和政治碎化的特征使大都市区遭遇治理体系建构失序、整体性治理权力缺位、治理能力发挥不足以及治理资源配置不均衡等治理困境。而人工智能通过建构技术权力,形成了技术治理权威,成为对传统治理权威的补充;通过对治理数据的获取和分析自主生成治理决策,逐渐成为一种技术治理主体。人工智能对大都市区治理的参与具有权力逻辑、算法逻辑、信息逻辑和伦理逻辑等技术逻辑,并提供了一种技术治理路径。在大都市区治理实践中,通过建构技术治理权威、完善信息共享机制、推动治理智能化和实现资源的算法分配等技术路径,能够优化大都市区治理结构,减少治理风险,推动协同治理,增强治理资源的流动性,实现治理资源的均衡分配,从而促进大都市区善治的实现。 Metropolitan area is a geographical,social and economic space with a certain population scale and population density,which contains multiple urban subjects and spans multiple administrative units.The diversity of urban subjects and the fragmentation of politics make the metropolitan area suffer from the governance dilemmas,such as the disorder of governance system construction,the absence of overall governance power,the lack of governance ability and the imbalance of governance resource allocation.While artificial intelligence forms the technology governance authority as a supplement to the traditional governance authority through building technology power,and independently generates governance decisions through obtaining and analyzing governance data.Gradually,artificial intelligence will become a subject of technical governance.The participation of artificial intelligence in metropolitan area governance has technical logic including power logic,algorithmic logic,information logic and ethical logic.And it provides a technical governance path as well.During the metropolitan governance practice process,through the construction of technological governance authority,the improvement of information sharing mechanism,the promotion of governance intelligence and the realization of resource algorithm allocation,the governance structure of metropolitan areas could be optimized,the governance risks could be reduced,the collaborative governance could be promoted,and the mobility of governance resources could be enhanced.Thus,the balanced distribution of governance resources could be realized,which will greatly promote the realization of good governance in metropolitan areas.
