穿越三江源的绿色循环低碳之路——记花石峡至久治绿色循环低碳高速公路

摘要 本项目以青海省第十二次党代会提出的“两新”目标和“三区”为战略背景和交通运输部提出的“四个交通”为指引,针对青海省高原气候特点和地理区位特色,结合花(石峡)久(治)高速公路建设实际,积极探索绿色交通发展新模式,申请到交通运输部“绿色循环低碳主题性项目”,并获批部拨专项补助性资金1500万元。以花久高速公路建设工程的特点出发,确定了项目的总体目标、建设思路和具体的实施内容,不仅开创了西北五省首条绿色循环低碳主题性项目先河,而且也为未来青藏高原地区类似项目的建设提供了理论支撑和技术参考。 Taking the“two-new”objectives and“three-district”proposed by the 12th Party Congress of Qinghai Province as the strategic background and the“four-traffic”proposed by the Ministry of transport as the guidance,the project actively explores a new mode of green transportation development and applies it into the Ministry of transport for“green”traffic development according to the plateau climate characteristics and geographical location characteristics of Qinghai Province and the actual construction of Huashixia-Jiuzhi expressway The project has been approved as a special subsidy fund of RMB 15 million.Based on the characteristics of Huashixia-Jiuzhi expressway construction project,the overall objectives,construction ideas and specific implementation contents of the project are determined,which not only creates the first green cycle and low-carbon theme project in five provinces in Northwest China,but also provides theoretical support and technical reference for the construction of similar projects in Qinghai Tibet Plateau in the future.
