摘要
电网建设项目投资规模大、不可预见性强的特点,决定其投资全过程管控的重要性。有必要从电网投资的角度,对投资全过程管控进行研究。本文基于电网企业的投资需求和电网建设项目的特点,从立项可研、设计招标、施工建设和竣工交付运行四个阶段建立电网企业投资全过程管控的多属性决策评价体系。基于数据集结算子将各类指标转化为二元语义信息,应用二元语义的混合有序加权平均算子(THOWA)对各个方案进行排序,得出最优的造价控制方案。选取四个不同类型的电网建设项目进行实例分析,并以项目A为例分析了影响投资管控的重要因素。本文所构建的电网企业投资全过程管控的多属性决策评价体系,对电网企业投资具有一定的借鉴意义。
The large-scale and unpredictable characteristics of power grid construction projects determine the importance of control over the entire investment process.It is necessary to study the entire process of investment management and control from the perspective of power grid investment.Based on the investment needs of power grid companies and the characteristics of power grid construction projects,this paper establishes a multi-criteria decision-making evaluation system for the whole process of power grid company investment management and control from four stages:project feasibility study,design bidding,construction and completion and delivery.Based on the data set settlement,various indicators are converted into two-tuple linguistic information,and the hybrid ordered weighted average operator(THOWA)is used to sort the various plans to obtain the optimal cost control plan based on 2-tuple linguistic.Four different types of power grid construction projects are selected for example analysis,and project A is taken as an example to analyze important factors affecting investment management and control.The multi-criteria decision-making evaluation system of the whole process of power grid enterprise investment management and control has certain reference significance for power grid enterprise investment.
