摘要
经过多年的流域开发,中国已建成众多梯级水电站。在电力市场化改革背景下,梯级水电站与其他类型发电站同台竞价将成为必然趋势。当多业主梯级水电站以单站形式参与现货市场竞价时,调节能力欠佳的下游电站的可发电量一般由上游电站出力流量决定。下游电站由于无法提前获知上游电站的竞价策略,可能会出现中标电量无法执行的情况,市场运营机构无法有效实施统一调度,难以合理利用水资源。为此,文章探讨了不同业主梯级水电站参与日前市场的分期出清方法:先考虑电力约束,再根据上、下游水力耦合关系进行流域内电量转移的平水期方法;将下游电站中标电量表示为上游电站中标量的线性函数并嵌入出清模型,从而实现下游电站可发电量全额收购的枯水期方法,此分期出清方法能够迅速有效地得到优化后的各电站交易电量。最后,在算例中对两种出清方法进行验证,结果表明所提优化方法能有效解决下游电站中标电量与可发电量失衡的问题,进而提升梯级流域市场竞争力。
When a multi-owner cascade hydropower station participates in the spot market bidding in the form of a single station, the downstream power station does not know the bidding strategy of the upstream power station in advance, so there may be cases like the in-execution of the bid-winning power so that effective unified dispatching cannot be implemented, which causes it difficult to rationally utilize the water resource Therefore, this paper explores the staging clearing methods for Day-ahead Market considering the multi-owner cascade hydropower stations:the clearing method in flat water period that considers the power constraints and the water transfer in the upstream and downstream hydraulic coupling relationship;and the one in dry season, in which the standard power of the downstream power station is expressed as a linear function of the scalar quantity in the upstream power station and embedded in the clearing model so as to realize the full power generation takeover of the downstream power station. Finally, the two clearing schemes are verified in the example. The results show that the proposed optimization scheme can effectively solve the imbalance between the bidding power and the power generation in the downstream power station, and promote the market competitiveness of the cascade watershed.
