摘要
2009年以后,由于领土争端以及域外大国的介入,南海地区形势日趋复杂。随着美国"亚太再平衡"政策的出台,中美在南海地区的矛盾日渐凸显。美国学界的一些人开始炒作所谓"灰色地带"概念,试图框定中国的南海政策,塑造和影响美国南海政策。在他们看来,"灰色地带"是中国用以"胁迫邻国"和"挑战"美国霸权的一种低于战争门槛的低成本、渐进式的策略手段。"灰色地带"概念的出现有其特殊背景,它是现实主义理论意义上的物质因素与建构主义理论意义上的观念因素共同作用的结果。受"灰色地带"概念影响,美国政府将中国的南海活动纳入"安全化"进程,为其实施对华"成本强加"战略创造机会,从而恶化了南海的地区局势。"灰色地带"概念的扩散对中美两国在亚太地区的战略稳定造成冲击,也会对"南海行为准则"的磋商进程造成不利影响。
After 2009,with the emergence of the US"Asia-Pacific rebalancing"policy,the contradictions between China and the United States in the South China Sea region have become increasirgly prominent.Some intellectuals in American academic circles began to spread the concept so-called"gray zone"concept trying to frame China’s South China Sea policy and to influence the US South China policy toward China.In their view,the"gray zone is one of China’s strategy"to coerce neighbors"and"challenge"U.S.hegemony.A low-cost,gradual approach that is lower than the threshold of war.The emergence of the concept of"gray zone"has its special background.It is the result of the combination of material factors in the theoretical sense of realism and ideal factors in the theoretical sense of constructivism.The U.S.government,which is influenced by the concept of"gray zone",incorporating China’s South China Sea activities into the"securitization"process has worsened the situation in the South China Sea and create an opportunity for implementing"costimposing"strategy for China.The proliferation of the concept of"gray zone"has impacted the strategic stability of China and the United States in the Asia-Pacific region and will also have an impact on the consultation process of the South China Sea Code of Conduct.
