摘要
新时期体育扶贫作为国家脱贫攻坚总体部署的重要组成部分,兼具“扶体育之贫”与“以体育扶贫”双重属性,涵盖公益性的公共体育扶贫与经营性的特色体育产业扶贫双重向度。体育扶贫助力乡村振兴,就是要充分激发体育扶贫的多元效应,积极回应贫困地区农民群众对健康富裕文明生活的向往与期盼。然而,目前部分地区在体育扶贫工作中暴露出诸多矛盾,在价值理念、社会参与以及帮扶方式等方面出现了困境,抑制了体育扶贫助力乡村振兴的实践成效。为此,亟需深化价值认识,以“大扶贫”理念引领体育扶贫实践;坚持政府主导,形成多元主体参与的体育扶贫体系;创新扶贫模式,有效对接农民脱贫与乡村发展的需求;加强制度供给,建立健全体育扶贫工作长效机制,方能为乡村振兴贡献体育力量。
As an important part of the overall plan of the national poverty alleviation endeavor,sports plays a dual role in the new era:help developing sports in the poor areas and help the poor to become well-ff by developing sports,i.e.,covering both the public poverty alleviation and the characteristic sports businesses.To revitalize impoverished rural areas via sports developments is to fully stimulate the multiple effects of sports on poverty alleviation and actively respond to the rural poor people's yearning and expectation for a healthy,wealthy and civilized life.At present,however,many contradictions exposed in the implementation of sports in alleviating poverty in some areas and difficulties emerged in terms of values,social participation and ways of assistance have inhibited the practical effect of poverty alleviation via sports.Therefore,it is urgent to deepen the understanding of"greater poverty alleviation"to guide the practice of developing sports in poverty alleviation:adhere to the guidance of the government to form a multiple participation in poverty alleviation;pay attention to policy coordination to build up a cross-boundary integrated and innovative poverty alleviation model;and strengthen the system supply to establish and perfect a longterm mechanism of sports poverty alleviation.Only by doing these can sports make substantial contributions to the rural revitalization.
