摘要
近年来药品和医用耗材的集中采购如火如荼地进行,但医疗设备由于品牌型号繁多、产品迭代快、技术密集等特殊性,集中采购工作推进相对缓慢。作为先行示范区的深圳市首次开展了医疗设备批量集中采购试点工作。文章分析了深圳市医疗设备批量集采试点工作的具体操作流程以及试点开展以来取得的主要成效,并深入剖析其多个创新点:分包处理,集中分散需求;一包多标,满足临床需求;差异化评价,保证质与价;竞争性谈判,压实谈判价格;一招两年,建立长效机制。最后针对试点存在问题进行讨论,并从事前评估、事中监督和事后评价三方面对下一步医疗设备批量集采工作提出建议。
In recent years,healthcare authorities have identified the need to centralize procurement of drugs and medical consumables and promoted these actively.Unlike many other goods,the procurement of medical equipment presents unique challenges.Medical equipment demand technology-intensive engagements,because of the special features,variety of models and versions and rapid upgrades required to meet their functions.For these reasons,procurement of such items requires specially designed procurement procedures.Shenzhen is commissioned to build a pioneering demonstration zone for socialism with Chinese characteristics.In a pilot implementation Shenzhen identified centralized bulk procurement as an appropriate acquisition method for medical equipment.This study analyzed the operating process in the implementation of centralized bulk procurement and investigated its effects in Shenzhen.It explored the implementation process based on an analysis of multiple innovations such as packaging of procurement to bring together dispersed requirements,several winning bidders for each bid to satisfy clinical needs,differentiated assessment criteria to guarantee quality and price,competitive negotiation to squeeze biding price,two-year contract to establish long-term mechanism.The obstacles and challenges of centralized bulk procurement were also discussed.Advanced management measures involving prior assessment,interim monitoring and post evaluation were also suggested to optimize the centralized bulk procurement of medical equipment.
