摘要
随着政务新媒体的发展,我国政务微信取得了存量式增长,并成为政府部门增进与公众的信息交流、拓展政府服务、扩大政府影响力的有效技术范式。然而,近来多地出现了大量关停政务微信的现象。在经历了量上快速增长的过程之后,政务微信质的、良性的发展才是关键所在。政务微信的有效运维既存在制度观念层面的痛点,又面临技术制约的困境。应从宏观理念明确、中观制度与技术完善、微观行动规范三个层面构建政务微信运维机制,引导政务微信规范、良性发展。
With the development of government new social media,Chinese government Wechat has achieved stock growth,and become an effective technical paradigm for government departments to enhance information exchange with the public,expand government services and influence.Recently,however,the government Wechat have been shut down in large numbers.The key to the development of government Wechat is to attach importance to the qualitative and sound development after rapid growth in quantity.It not only has pain point at the level of institution and concept,but also faces dilemma of technical restriction in the course of operation and maintenance.The operation and maintenance mechanism of government Wechat should be constructed at three levels of clarifying macro concept,perfecting system and technology,and standardizing micro action norms to guide the normal and sound development of government Wechat.
