德国食品冷链物流行业管理与实践及经验启示 被引量:4

Management and Practical Experience of Cold Chain Logistics Industry in Germany and Its Enlightenment to China

摘要 在欧盟食品安全的法律框架下,德国建立起完善的食品冷链物流法律标准体系,包括法律法规、行业守则和行业标准。通过开展各级行政监管、实施企业自我监管制度以及社会各方共同参与监督来实现行业监管。严谨的立法、严格的监管和严厉的处罚,有力保障了德国冷链物流政策制度在市场层面得到有效实践。企业采用先进的设施装备、实施供应链全程温控、加强危害分析和关键点控制、建立高质量卫生标准、构建可追溯体系、持续进行技术创新等,构建起良好的冷链物流市场运作机制。借鉴德国成功经验,我国应从强化综合监管、健全法规标准、完善设施设备、培育龙头企业、鼓励技术创新、加强人才建设等方面发力,推进行业健康规范发展。 Under the legal framework of EU food safety, Germany has established a comprehensive legal standard system for food cold chain logistics, which includes laws and regulations, industry codes and industry standards. Industry supervision is carried out mainly through the supervision of administrative departments at all levels, self-regulation by enterprises, and the participation of all parties in the industry. Rigorous legislation, strict supervision and severe penalties have effectively guaranteed that the German food cold chain logistics policy system is effectively implemented in the market. Enterprises adopt advanced facilities and equipment, implement temperature control of the whole process, strengthen hazard analysis and key point control, establish high-quality sanitary standards, build a food traceability system, and continue technical innovation to build a good market operation mechanism for cold chain logistics. China should learn from Germany’s successful practices and make efforts from strengthening comprehensive supervision, improving regulations and standards, improving facilities and equipment, cultivating leading enterprises, encouraging technological innovation, strengthening talent construction, etc., gradually promote the healthy and standardized development of the industry.
