摘要
新中国成立70年来,我国高校分类发展经历了院校类型分化期、院校垂直分层期、院校功能同质化发展期以及分层与分化协同发展期四个阶段。在整个发展历程中,高校分类发展的逻辑不断跃升,分类导向由外部管理取向转为内涵式发展取向,分类决策由政府决定模式转为政府主导多方参与模式,分类格局从相对封闭转为动态开放,分类对象从高校为主拓展为高等教育系统全要素。为了实现2035高等教育现代化目标,完成我国高等院校的科学分层分类,未来一段时间,需引导利益相关者形成院校多元等效的观念,构建稳步推进分类发展的支持机制,提升高校参与分类发展的内生性动力。
Since the founding of the People's Republic of China,the classified development of higher education institutions has experienced such four periods as the stage of diverse differentiation,vertical stratification,function homogenization,and synergetic development of diversification and stratification.The classified development logic is transforming with new leap in the orientation from external management to connotative development,the management from governmental controlling to multilateral participation,the system from relative closure to dynamic opening-up,the subject from universiies to the whole higher education system.To realize complete scientific classification and re-structure of higher education as stated in"China's Education Modernization 2035",it is essential to guide stakeholders to form the idea that different types of institutions have equivalent benefits,and we should construct the supporting system of classified development and inspire the inner motivation of higher education institutions to participate in the classification.
