国际规范案例对我国滨海湿地生态修复技术规范编制的启示 被引量:6

The Enlightenment of International Cases on the Compilation of Technical Specifications for Ecological Restoration of Coastal Wetlands in China

摘要 为提高我国滨海湿地生态修复效率和促进我国滨海湿地保护工作,文章全面梳理和对比分析国际滨海湿地生态修复的典型技术规范案例,并提出对我国滨海湿地生态修复理念和工程技术规范的启示和建议。研究结果表明:美国、英国等国家以及生态修复协会等国际机构采用的生态修复技术规范适用范围广泛,兼具科学性、实用性、通用性和灵活性;我国现有相关技术规范和具体实践须借鉴国际先进经验,厘清技术规范中生态修复及其关键技术等科学理念,建立涵盖滨海湿地生态修复工程全过程的内容框架,包含总则/计划、修复规划、技术指南、监测评估和修复管理5个模块。基于此,提出我国滨海湿地生态修复技术规范的概念框架,为建立整体性和系统性的滨海湿地生态修复技术规范体系提供新思路和新方法。 In order to improve the efficiency of coastal wetland ecological restoration and promote the protection of coastal wetland in China,this paper comprehensively combed and analyzed the typical cases of international technical specification of coastal wetland ecological restoration,and put forward the enlightenment and suggestions for China′s coastal wetland ecological restoration concept and engineering technical specifications.The results showed that:the technical specifications of ecological restoration adopted by the United States,Britain and other countries,as well as international organizations such as the ecological restoration association,were widely applicable,scientific,practical,universal and flexible;China′s existing relevant technical specifications and specific practices should learn from the international advanced experience,clarify the scientific concepts of ecological restoration and its key technologies in the technical specifications;establish a content frame covering the whole process of coastal wetland ecological restoration projects,including 5 modules:general principles/plans,restoration planning,technical guidelines,monitoring and evaluation,and restoration management.Based on this,this paper proposed the conceptual framework of China′s coastal wetland ecological restoration technical specifications,so as to provide new ideas and new methods for establishing a comprehensive and systematic technical specification system.
