摘要
新一轮机构改革推动自然资源统筹管理和建立国土空间用途管制制度,国土空间的用途管制是实现国土空间优化的关键环节,用途管制的关键是能有效规划并监督实施。从城乡规划与土地利用总体规划的规划编制和规划实施的对比视角,发现传统土地用途管制实效的根源在于技术与制度的不协同,导致了保护与开发失控的情况时有发生。文章通过梳理土地用途管制规划编制技术与管理逻辑的关系,结合佛山市南海区多轮规划中关于"用途单元"规划、"土地用途"分类衔接的探索经验,指出在新一轮国土空间规划中,用途管制的规划需要有层层传导的规划技术,也需要建立国土空间用途管制与规划许可的网络化对接制度,两者协同利于推动国土空间用途管控落地。
The institutional reform pushes natural resource integrated management and national land and space use regulation,in which effective planning and implementation is crucial.By a comparison between compilation and implementation of urban planning and land use planning,it is found that the inefficacy of land use regulation lies in the lack of coordination between technology and institution.Based on the logic between land use plan compilation and management,the paper introduces the experience of"land use unit","land use"categorization in Nanhai district plans,and argues that besides planning transmission technology,networking connection between land use regulation and planning permission is needed to promote the implementation of national land and space regulation.
