摘要
《粤港澳大湾区发展规划纲要》的出台,对粤港澳大湾区的发展提供了机遇,也提出了挑战。尤其是对大湾区中小企业而言,面临的挑战更为严峻。选取大湾区内陆九市中小企业,运用GEM模型进行分析,不难发现,大湾区中小企业普遍存在发展环境短板明显、产业同质化严重、缺乏创新活力等困难与问题。基于区域合作的视角,采用引力模型,将九市划出广(州)佛(山)肇(庆)、深(圳)东(莞)惠(州)、珠(海)江(门)中(山)三大经济圈,各经济圈应发挥各自的优势特色,实施区域合作,从而促进中小企业转型升级。
The Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area promulgated by the State Council provides opportunities and challenges for the development of the Guangdong-Hong Kong-Macao Greater Bay Area(GBA),especially for the SMEs in GBA.The SMEs in the nine municipalities in Guangdong province are selected as the targets of this study and analyzed with the GEM model.The results show that difficulties and problems exist widely in these SEMs,such as the obvious weaknesses in the development environment,serious industrial homogenization and lack of innovation.From the perspective of regional cooperation,the nine municipalities can be divided into three economic sub-circles,the first one consisting of Guangzhou,Foshan and Zhaoqing,the second consisting of Shenzhen,Dongguan and Huizhou and the third consisting of Zhuhai,Jiangmen and Zhongshan.Finally,it is proposed that the three economic sub-circles should give full play to their own advantages,and implement regional cooperation respectively for promoting the transformation and upgrading of the SEMs,.
