摘要 质量评价与提升是新时代继续教育加快战略转型、推进内涵式发展的关键环节和内在要求。继续教育质量被时代赋予更为多元的内涵和价值取向,对继续教育质量的评估与提升也须随之变革以应对新要求和新使命。一套健全的继续教育质量评价体系应遵循教育质量的多维取向,应对新形势下国家、机构、学习者个体发展需求,对条件性质量要素、过程性质量要素、结果性质量要素等进行综合、系统、动态评估,从而全面衡量继续教育服务达成培养目标及满足个体与社会需求的程度。该文构建以学习者为本的、彰显过程性和时代性的继续教育质量评价指标体系,建立由“计划(P)—投入(I)—执行(D)—产出(O)—评估(C)—改进(A)”六个核心环节构成的继续教育质量评估与提升一体化模型,并结合PIDOCA模型在高校的应用案例分析,提出新时代高校继续教育质量建设的有效策略。 Quality assessment and improvement are the critical sections required by the trends of strategic transformation and intensive development of continuing education in the new era.The connotation and values of continuing education have been shifted in the new policy context,and thus changes must be made to the assessment and improvement strategies.To keep align with the multidimensional connotations and values of continuing education,and to cater for the individual,institutional and national needs,a complete continuing education quality measurement system should cover all the key indicators regarding resource provision,delivery process and end-line achievements of continuing education so that the extent to which continuing education service meets the individual and social needs and goals can be gauged.This study attempts to construct a learner-centered,process focused and up-todate measurement indicator system for assessing continue education quality,to build up a continuing education quality measurement and improvement model,the Plan-Input-Do-Outcome-Check-Adjust(PIDOCA)model,and to put forward strategies for higher institutions to leverage their continuing education quality based on analysis of XN university’s case of applying the PIDOCA model in practice.
