摘要
我国在城市建设管理针对适应气候变化的实践累计的经验却相对不足,缺乏适应气候变化项目评估相关技术实施方法和配套体制。这就需要在“十四五”期间成功开展落实战略的具体行动和建立有效的体制机制。本文从城市建设体制中引入三方面的工作:(1)收集城市气候变化数据,预测未来气候变化对城市尺度空间建设不同情景;(2)建立城市气候变化风险管理与评估工具;(3)编制《城市建设适应气候变化行动方案》,指导城市建设决策如何适应气候变化。
Cities in China lacks adequate implementation experience in integrating climate adaptation in urban development management,and hence also falls short in adopting the appropriate technical tools and institutional arrangements to assess climate adaption actions.There is a need in the“14th Five Year Plan”to establish and execute effective climate adaption actions and set up implementation mechanisms in cities.This article introduces a three-prong methodology in urban development management for cities in China:(1)Collecting city-based climate change data,and building different climate scenarios for forecast at city spatial level;(2)Establishing city-base climate risk assessment and risk management tools;(3)Preparing“Action Plan of City Climate Adaptation”to steer the urban development decision-making for cities to adapt to the climate change.
