摘要
城市水环境治理PPP项目是在PPP融入城市水环境治理的过程中的一种制度创新,对项目的过程、产出及运营效果进行绩效评价,可以更好地检验PPP与城市水环境治理项目结合的紧密性和项目实施效果。考虑到水环境治理类项目的复杂性和多样性,以及传统工程项目绩效评价受人为主观的影响较大,论文以水环境治理PPP项目为例,运用AHP法和模糊综合评价法,对北京某区水环境治理PPP项目3个项目片区的11个子项目进行绩效评价并提出相关建议,为城市水环境治理PPP项目的绩效评价体系构建和评价算法优化提供参考。
PPP project of urban water environment treatment is a kind of institutional innovation in the process of PPP integrating into urban water environment treatment.The performance evaluation of the process,output and operation effect of the project can better test the compactness of the combination of PPP and urban water environment treatment project and the implementation effect of the project.Considering the complexity and diversity of water environment treatment projects and the subjective influence of traditional project performance evaluation,this paper has taken PPP project of water environment treatment as an example,used AHP method and fuzzy comprehensive evaluation method to evaluate the performance of 11 subprojects in three project areas of PPP project of water environment treatment in a district of Beijing,and put forward relevant suggestions for urban water environment treatment PPP project performance evaluation system construction and evaluation algorithm optimization to provide reference.
