摘要
2014年,县级以下机关公务员职务与职级并行制度建立并开始实施,湖北省作为最早被确定为公务员职务与职级并行制度的试点省份,对该省公务员对这一制度的感知状况及制度实施后的工作积极性状况进行研究很有意义。研究结果显示,制度知晓度显著正向影响公务员工作满意度,制度满意度显著负向影响公务员工作绩效,制度公平感显著正向影响公务员工作满意度和工作绩效,制度期望度显著正向影响公务员工作满意度、工作绩效和离职倾向。这说明,完善职务职级并行制度,发挥制度效用,应从制度宣传、制度监督、绩效考核等方面强化公务员对职务与职级并行制度的理解,加强对制度实行的心理过渡建设。同时,应完善监督制度,保障制度实施公平性,进一步建立健全绩效考核体系,科学设置绩效考核标准,做到精准考核。
In 2014,the position and rank parallel system of civil servants in organs below the county level was implemented,Hubei Province is the first pilot province that implements the position and rank parallel system of civil servants.It is of great significance to study the situation of being aware of the position and rank parallel system and enthusiasm of civil servants in Hubei Province after the implementation of the system.The results show that the awareness of the system has a significant positive influence on the work satisfaction of civil servants,the system satisfaction has a significant negative influence on work performance of civil servants,the scnse of system fairness has a significant positive influence on the work satisfaction and work performance of civil servants,and the system expectation has a significant positive influence on the work satisfaction,work performance and turnover intention of civil servants.As shown by the results,in order to improve the position and rank parallel system and give full play to the effectiveness of the system,we should strengthen the understanding of civil servants on the position and rank parallel system from aspects such as system publicity,system supervision and performance assessment,and strengthen the construction of psychological transition to the implementation of the system.At the same time,we should improve the supervision system,ensure the fairness of the implementation of the system,further establish and improve the performance assessment system,scientifically set performance assessment standards,and implement accurate assessment.
