基于模型的大气环境质量底线划定技术研究——以湖南省为例 被引量:3

Study on Key Technologies of Model-based Delimitation of Bottom-line for Atmospheric Environmental Quality—Take Hunan Province as an Example

摘要 “生态保护红线、环境质量底线、资源利用上线和生态环境准入清单”(以下简称“三线一单”)是一项重大环境管理制度创新,本研究以“三线一单”编制技术指南为蓝本,选取湖南省为典型省份,将WRF-CALPUFF-CAMx耦合模型应用于大气环境质量底线中大气环境布局敏感区、弱扩散区划定等关键技术环节。模拟结果表明,湖南省大气环境布局敏感区主要分布于长沙、株洲、湘潭、岳阳等东部城市,与大气环境传输通道大致吻合;大气环境弱扩散区主要分布于常德、岳阳等环洞庭湖区域,以及周边山谷、河谷地带,与区域地形特征关系显著。 “Ecological redline,bottom line of environmental quality,upper limit of natural resources utilization and negative list of environmental”(“Three Lines One Permit”)is a major system innovation on environmental management.Hunan Province was selected as a typical case study based on the“Three Lines One Permit”technical guide and the WRF-CALPUFF-CAMx coupling model was also applied to the sensitive area of atmospheric environmental layout and the area of fragile accumulation in the process of delimitating the bottom line of atmospheric environmental quality.The simulation results show that the sensitive areas of atmospheric environmental layout in Hunan Province are mainly distributed in the eastern cities such as Changsha,Zhuzhou,Xiangtan and Yueyang,which are roughly coincide with the atmospheric environment transmission channels;the weakly diffused areas of the atmospheric environment are mainly distributed in areas such as Changde,Yueyang and area around Dongting Lake,as well as the surrounding valleys,showing a significant relationship with the regional topography.
