“双一流”建设中拔尖创新人才培养的内生逻辑与路径构设 被引量:2

摘要 “双一流”建设政策提出的拔尖创新人才培养目标和任务,俨然已成为高等教育内涵式发展和高等教育强国战略的重要载体。从“双一流”建设拔尖创新人才培养特征要素来看,强调中国特色发展目标、坚持立德树人任务和突出学生中心本位,由于受各高校师资力量、资源投入、地域特色等系统因素的影响,遇到的实践困境在宏观上呈现为拔尖创新人才培养存在政府与大学特定管控形态,中观上各级高校拔尖创新人才培养的学科专业特色弱显,微观上地方高校拔尖创新人才培养的高端师资力量薄弱。为此,需要以顶层设计建构拔尖创新人才培养联动治理机制,以各类高校学科专业优势布设拔尖创新人才培养特色发展进路,以协同平台缓解拔尖创新人才培养高端师资瓶颈。 The goal and task of cultivating outstanding innovative talents,proposed by the“double worldclass”construction policy,have become an important carrier for the connotative development of higher education and the strategy of strengthening the country through higher education.From the characteristics and elements of cultivating outstanding innovative personnel in“double world-class”construction,the development goal with Chinese characteristics should be emphasized,the task of moral education and cultivating people should be upheld,and the student-centered idea should be highlighted.Due to the influence of system factors such as faculty,resources input,and regional characteristics,the practical dilemma encountered in the cultivation of top-notch innovative talents is that,on the macro level,there is a control form designated by the government and university;on the meso level,the discipline and specialty characteristics of outstanding innovative talents cultivation in colleges and universities of all levels are weak;and on the micro level,high-end teachers for top-notch innovative talents cultivation in local universities are weak.Therefore,it is necessary to have a top-level design to construct an interconnected governance mechanism for the cultivation of outstanding innovative talents,to plan the path for the characteristic development of outstanding innovative talent cultivation based on the discipline and specialty advantages of different types of colleges and universities,and to alleviate the bottleneck of high-end teachers in outstanding innovative talent cultivation with collaborative platforms.
