摘要
近年来,新疆通过优化完善政策体系,打造创新平台和载体等举措为科技成果转化提供了有力支撑,然而就政策实施效果来看,新疆科技成果转化进展缓慢,成果转化率仍然较低。部分科研人员对科技成果转化的积极性并不高。为研究分析影响新疆科技成果转移转化的深层次原因,对新疆科研院所和高校以及部分企业,转移转化服务机构的科技成果转化工作开展了问卷调查和实地调研。从政策落实情况、无形资产处置、科技成果收益分配、定价方式,成果转化模式以及成果转化资金来源等方面分析了制约新疆科技成果转移转化的主要因素,并提出促进新疆科技成果转化的可行性建议和相关措施。
In recent years,Xinjiang has provided strong support for the transformation of scientific and techno-logical achievements by optimizing and improving the policy system,creating innovation platforms and carriers.However,in terms of the effect of policy implementation,the transformation of scientific and technological achieve:ments in Xinjiang has made slow progress and the transformation rate is still low.Some researchers are not active in the transformation of scientific and technological achievements.In order to study and analyze the deep-seated rea-sons that affect the transfer and transformation of scientific and technological achievements in Xinjiang,this paper carried out a questionnaire survey and field research on the transformation of scientific and technological achieve-ments of Xinjiang scientific research institutes and universities,as well as some enterprises and transfer and trans-formation service institutions.This paper analyzes the main factors restricting the transfer and transformation of scientific and technological achievements in Xinjiang from the aspects of policy implementation,disposal of intangible assets,distribution of scientific and technological achievements'income,pricing mode,transformation mode of achievements and capital source of achievements transformation,and puts forward feasible suggestions and relevant measures to promote the transformation of scientific and technological achievements in Xinjiang.
