摘要
基于改进的加权多维向量夹角方法,构建能源结构低碳化指数,测度中国30个省市1996—2017年的能源结构低碳化水平,并检验地区差异的收敛机制和影响因素。结果表明,中国能源结构低碳化水平总体呈现波动上升趋势,区域间和区域内部均表现出非平衡演进特征;能源结构低碳化水平随经济发展水平差异的缩小而收敛,随产业结构差异的收敛性不显著;在经济发展水平较高、产业结构升级较快以及能源输入型等三类地区,能源结构低碳化水平随经济发展水平和产业结构高级化的收敛性相对显著;能源结构低碳化一定程度上内生于经济系统和产业结构的演化。经济发展水平和产业结构相关影响因素均显著性良好,需要注意的是FDI、市场化等因素在相对落后地区的作用未得到有效发挥。主要研究启示有:能源结构低碳化转型应注重与经济发展及产业结构升级进程的协同;落后地区应重视技术创新、经济开放、市场化等短板的改善,着力破解模式锁定和路径依赖。
We constructed a low-carbon index of energy structure based on the improved weighted multi-dimensional vector angle method and measured the low-carbon energy structure index in 30 provinces over the period 1996 to 2017.The convergence and influencing factors of regional differences of the low-carbon energy structure index were examined.We found that the low-carbon energy structure index in China is generally on the rise,and it showed evolution of non-equilibrium characteristics between regional and internal regions;the regional differences in the low-carbon energy structure index converged with the changes in the economic level,but the convergence of the index with the changes in the industrial structure was not significant;the convergence of the index with the changes in the economic level and industrial structure in regions with high economic level,good industrial structure and energy input orientation,while the convergence of other backward regions was not obvious;low-carbon energy structure index is endogenous to the evolution of economic systems and industrial structures.the analysis of the causes of the regional differences in the low-carbon energy structure index showed that the economic related factors and industrial structure related factors were both significant and had strong robustness,but the role of factors such as FDI and marketization in relatively backward regions were not invalid.The main conclusions were as follows:the low-carbon transition of energy structure must be promoted in economic development,and the coordination with the industrial structure upgrading process should also be emphasized.Backward regions should pay attention to technological innovation,economic opening and marketization,to break the mode locking and path dependence.
