摘要
通过对高速铁路与普速铁路技术标准差异性对比分析,研究并识别技术标准变化对铁路工程造价的影响因素。通过鱼骨图模型分析其在设计、施工及其验收等方面与既有的工程造价标准所依据的办法规则、专业定额、费用标准及价格信息等方面的关系,进而探讨技术标准在设计规范、施工规范、验收标准、施工装备、五新技术和其他因素等方面对铁路工程造价影响路径。研究结果可为建立适应高速铁路技术标准的造价标准提供信息支撑和理论基础。
Through the comparative analysis of the differences of technical standards between high-speed and ordinary-speed railways,the effect of changes in technical standards on railway engineering costs was studied with influencing factors identified accordingly.Through the model of fishbone diagram,its relationships were analyzed with those rules and regulations,professional quotas,cost standards,and price information on which existing in engineering cost standard.The influence paths of technical standards on railway engineering costs were explored in terms of design specifications,construction specifications,acceptance standards,construction equipment,five new technologies and other factors.The research findings could potentially provide information support and theoretical basis for the establishment of cost standards suitable for high-speed railway technical standards.
