摘要
[目的]分析全国各省(区、市)中医医院卫生资源配置效率,探寻影响中医医院资源配置效率的主要因素,并提出相应的对策和建议。[方法]运用数据包络分析(DEA)中的BCC模型和Malmquist指数分析法进行横向和纵向两个维度分析。[结果]2018年全国30个省(区、市)中医医院卫生资源配置的综合效率均值为0.845;2014-2018年中医医院卫生资源全要素生产变动率总计上升了3.7%,2015-2016、2016-2017年度呈下降趋势,2017-2018年度呈快速上升趋势。[结论]要不断提高中医医院的专业技术水平,加快中医药人才的培养,进一步提高中医医院的管理水平。同时应加大对中医知识及中医文化的科普与推广,提高中医医院的就诊率,并科学合理地控制医院扩张,提高资源的利用率。
Objective To analyze the efficiency of health resources allocation in TCM hospitals in provinces and cities across the country,explore main factors affecting the efficiency of resource allocation in TCM hospitals,and propose corresponding countermeasures and suggestions.Methods It used BCC model in the data envelopment analysis(DEA)and Malmquist index analysis method to analyze in horizontal and vertical dimensions.Results The comprehensive efficiency mean value of health resource allocation in TCM hospitals was 0.845 in 30 provinces(districts and cities)in 2018.Production variation rate of health resource total factor in TCM hospitals had totally risen 3.7%from 2014 to 2018,it showed down trend from 2015 to 2016 and from 2016 to 2017,but it showed rapid uptrend from 2017 to 2018.Conclusions It is necessary to continuously improve professional and technical level of TCM hospitals,accelerate the cultivation of TCM talents,further increase management level of TCM hospitals.Increase the popularization and popularization of TCM knowledge and culture,increase outpatient rate in TCM hospitals.It is necessary to scientifically and rationally control the expansion of hospitals and increase the utilization rate of resources.
