摘要
读者管理制度的建立是保障读者权利、满足读者需求以及规范读者行为的重要途径。权利维度、需求维度、行为维度构成了公共图书馆阅读推广读者管理制度的重要维度,从根本上保障读者对阅读推广服务的知情权、参与权、隐私权,指引性地满足未成年人、老年人、残障人士、外来人群等不同读者对阅读推广的需求,有效规范读者在阅读推广活动过程中的行为。阅读推广读者管理制度有效消除信息不对称,维护多方的实际需求与利益。
The establishment of reader management institution is an important way to protect readers’ rights, meet their needs, and regulate their behaviors. The reader management institution consists of the factors of right, requirement and behavior, which would guarantee readers’ rights in knowing, participating and privacy in reading promotion. It will also meet the needs of different groups, such as the children, the elderly, the disabled and outsiders, and effectively regulate behaviors of readers in reading promotion activities. The reader management institution can eliminate information asymmetry and maintain the actual needs and interests of multiple parties.
