摘要
当代风险是一个具有自反性的发展问题。以科技为其根源的发展风险愈演愈烈,正不断逼近文明的绝境。科技重大风险作为人类风险的最高形态,既昭示了人类文明的总体性危机,显示了人类社会的发展和治理中包含着内在的致命缺陷,同时也极大地推动了世界发展的转型,促使人类建立新的世界观和世界秩序。彻底防范风险要从意识形态上把风险文化提升为风险文明,把世界各国形形色色的“文化”人打造成具有新时代世界特性即全球文明特征和意识的“文明”人。
Contemporary risk is a development issue with its own reflexiveness.Development risks resulting from the use of science and technology are an increasingly serious concern for the civilization.As the highest form of human risk,the significant risks associated with science and technology not only show the overall crisis of human civilization but also show that the development and governance of human society contain serious inherent defects.On the contrary,they greatly promote global development and boost mankind to establish a novel world view and world order.To completely prevent risk,we should ideologically upgrade the current risk culture to a risk civilization and turn“cultural”people of all types from all countries into“civilized”people with the characteristics of the new era,that is,the characteristics and consciousness of a global civilization.
