高技术产业集聚与绿色技术创新绩效 被引量:83

High-tech industrial agglomeration and green technological innovation performance

摘要 基于静态效率和动态生产率的双重视角,本文运用系统广义矩估计方法(SGMM)和中介效应模型等研究方法,从理论和实证两个层面分析了高技术产业集聚对绿色技术创新绩效的影响及其内在机理。研究发现:从全国总体来看,高技术产业集聚对绿色技术创新绩效具有显著的促进作用,且绿色技术进步是高技术产业集聚促进绿色技术创新绩效提升的主要驱动力;进一步的机理检验表明,高技术产业聚集会通过推进绿色技术创新和提高绿色生产效率,产生技术溢出效应和规模经济效应,进而实现绿色技术创新绩效提升;无论是基于静态效率视角还是基于动态生产率视角,高技术产业集聚对绿色技术创新绩效的提升作用均存在明显的区域差异;此外,上述研究结论具有较强的稳健性。本文为我国推进绿色发展与创新驱动有机结合,进而推动创新型国家和美丽中国建设提供了有益的政策启示。 Since the founding of New China,China′s economy has achieved a remarkable miracle of rapid development,which is largely due to the abundance and cheapness of labor and natural resources.However,with the arrival of the new normal of economy and the transformation of China′s economy from high-speed growth to high-quality development stage,the traditional demographic dividend and resource dividend are gradually weakening and disappearing.China′s extensive,high-speed and low-quality economic development model was challenged unprecedentedly,and problems such as resource depletion,environmental pollution and ecological damage come one after another,accelerating green development has become an inevitable choice for China to realize the transformation of economic growth.Therefore,the 19 th National Congress of the Communist Party of China clearly proposes to promote green development and build a beautiful China.On the other hand,with the further implementation of the innovation-driven development strategy and the acceleration of the construction of an innovation-oriented country,in order to promote the transformation of China′s economic development quality,efficiency and power,innovation has become the first driving force for leading development and strategic support for building a modern economic system.But,compared with the United States,Japan,Germany and other advanced countries in science and technology,China has long been in the middle and low end of the global value chain,the independent innovation abilityis still weak,the proportion of innovation investment in GDP is not high,and existing innovation investment has not fully played its role,there is still a significant gap in the innovation performance.Therefore,How to effectively improve the innovation performance,so as to give full play to the existing innovation investment efficiency,and promote the transformation of the innovation development mode from simple pursuit of quantity growth to performance improvement,has become an urgent problem to be solved.The Fifth Plenary Session of the 18 th CPC Central Committee clearly puts forward the five development concepts of"innovation,coordination,green,opening and sharing".Green technology innovation,as the combination of green development and innovation driven development ideas,will play a more important role than ever in the new normal of China′s economic development from factor-driven,investment-driven to innovation-driven and resource and environment constrained seriously.Therefore,in order to improve the quality and efficiency of the economy,green transformation and upgrading,and promote the sustainable development of the economy and society,China must take the path of green technology innovation development with improving the innovation performance as the main goal and paying attention to saving resources and protecting the environment.Practice shows that one of the important ways to improve the green technology innovation performance is to change the economic development mode and promote industrial transformation and upgrading.As a knowledge and technology intensive industry,high-tech industry can effectively improve the quality of resource and energy utilization through technological innovation,and is also a resource-saving and environment-friendly green industry,which has gradually become an important engine to accelerate industrial transformation and upgrading and promote the transformation of economic growth mode.Technological innovation is the most important feature of high-tech industry,innovation activity prefer agglomeration,and the higher the demand for new knowledge,the more obvious the industrial agglomeration phenomenon.At the same time,appropriate agglomeration can also achieve large-scale,intensive and efficient production,and promote the green technology innovation development.Therefore,with the growing contradiction of energy shortage,environmental pollution and sustainable economic development,this paper studies the mechanism of the impact of high-tech industrial agglomeration on the green technology innovation performance,and puts forward some policy suggestions to achieve the high-quality green technology innovation development,which will not only help to coordinate the relationship between economic growth and environmental resources from the perspective of high-tech industrial agglomeration,get rid of the typical extensive growth mode of high resources input and low innovation output,so as to find out how to realize the transformation of economic development mode from extensive,high-speed and low-quality development to intensive,efficient and high-quality development.In addition,it will have important theoretical research value and practical guiding significance for promoting the organic combination of green development and innovation-driven,building a green low-carbon innovation recycling industry system,and further improving the green technology innovation performance,then speeding up the construction of an innovation-oriented country,and finally promoting the transformation of"green water and green mountains"into"golden mountains and silver mountains".Based on the above research background,this paper combines with 2006-2016 provincial high-tech industrial panel data in China,theoretical and empirical analyzes the impact of high-tech industrial agglomeration on the green technological innovation performance and its influence mechanism from the dual perspectives of static efficiency and dynamic productivity by using the system generalized moment estimation method(SGMM)and intermediate effect model.The results show that:The high-tech industrial agglomeration plays a significant role in promoting the green technological innovation performance,and green technological progress is the main driving force for the high-tech industrial agglomeration promoting the green technological innovation performance as a whole;Further mechanism test shows that high-tech industrial agglomeration will generate technology spillover effect and scale economy effect through promoting green technology innovation and improving green production efficiency,so as to improve the green technological innovation performance;Whether based on the static efficiency or dynamic productivity,there are obvious regional differences in the effect of high-tech industrial agglomeration on improving the green technological innovation performance;In addition,the above conclusions are all of strong robustness.The policy enlightenment of this study for promoting the combination of green development and innovation-driven,then further promote the construction of an innovation-oriented country and beautiful China are as follows:(1)Promote the integration of regional industrial development,improve the high-tech industrial agglomeration degree;(2)Give full play to regional comparative advantages,implement the industrial dislocation development strategy;(3)Perfect the mechanism of government funding and performance appraisal,realize the improvement of green technological innovation development performance.
