摘要
陆海统筹战略的实施,不仅是顺应中国陆地社会经济发展的资源环境约束性,更是有效利用海洋国土的必然趋势。陆海统筹是基于人海关系、可持续发展、海岸带生态系统和地缘政治等基本理论并结合海岸海洋地区人类日常生活实践经验演化而来。陆海统筹要求基于全球化和全球变化视野积极探索陆海统筹思想的实施方法论体系,逐步建立完善的空间(规划)治理体系与相应管理机制,推动沿海地区的陆域与海域互通互联发展、协调发展与可持续发展,以维护国家海洋权益,发声维护国际海洋秩序。陆海统筹管理已尝试基于统筹生态、海洋规划、海洋经济试点区等领域进行实践,但是未能理清陆海统筹管理的内涵演进、思想渊源、理论脉络与实践范例。为此尝试基于结构—过程—格局逻辑诠释陆海统筹管理研究重点与前沿。未来应强化联合国海洋公约/中国国家战略与沿海地区不同层次的陆海统筹管理衔接,将陆海统筹作为行动指南融入海岸海洋的管理与空间治理,并形成相应实施、监督与评估机制予以反馈,才能促进陆海统筹管理日常化。
The implementation of integrated land and sea management is not merely a constraint on the resources and environment of the land economy and social development of China;it is also an inevitable trend in effectively using coastal land.Land and sea coordination is based on fundamental theories of human-sea relations,sustainable development,coastal zone ecosystems,and geopolitics,combined with practical experiences of daily human life in coastal marine areas.Land and sea coordination requires active exploration of the implementation methodology based on the perspective of globalization and global change;it gradually establishes a comprehensive spatial(planning)governance system and corresponding management mechanisms to promote the development and coordination of intercontinental and sea regions in the sustainable development of coastal areas.It is meant to safeguard national marine rights and interests and to speak up for the international marine order.Land and sea integrated management attempts to practice based on areas such as integrated ecology,marine planning,and marine economic pilot areas;however,it has failed to clarify its connotative evolution,ideological origin,theoretical context,and practical examples.To this end,it attempts to interpret the research focus and frontier of the integrated management of land and sea based on structure-process-pattern logic.It is necessary to strengthen the connection between the United Nations Convention on the Law of the Sea and the National Strategy with integrated land and sea management at different levels in coastal areas.Furthermore,it is necessary to integrate land and sea planning into the management and space governance of coastal oceans as a guide to action,as well as to form a corresponding implementation,method for monitoring,and an evaluation mechanism for feedback to promote the daily integration of land and sea management.
