内蒙古清洁发展机制项目协同减排效应研究 被引量:1

Research on Synergistic Emission Reduction Effect of Inner Mongolia Clean Development Mechanism Project

摘要 本文在对CDM项目协同减排效应进行理论分析的基础上,采集2005-2018年期间内蒙古12个盟市5类CDM项目数据,对内蒙古CDM项目的协同减排效应进行了定量测算和综合评价。研究结果显示:(1)内蒙古CDM项目年均减排CO2约5517.7万吨,全国排名第3。各类项目CO2减排差异较大,新能源和再生能源项目减排总量最大,N2O分解消除项目平均减排量最高,减排能力最强。(2)内蒙古CDM项目对SO2的协同减排能力最强,对NOx的协同减排能力居中,对PM2.5的协同减排能力最弱。(3)节能和能效提高项目、新能源和可再生能源项目产生的SO2、NOx、PM2.5协同减排量和减排收益明显高于其他三类项目。(4)各盟市CDM项目的CO2减排效应和空气污染物协同减排效应具有明显差异性。基于研究结果,从优化项目结构、开发森林、草原碳汇项目、加大技术研发投入力度、强化项目人才培养与引进、优化投资营商环境等方面提出相应的政策建议。 Based on the theoretical analysis of the synergistic emission reduction effects of CDM projects,this paper collected data on 5 types of CDM projects in 12 cities in Inner Mongolia from 2005 to 2018,and quantitatively calculated and comprehensively evaluated the synergistic emission reduction effects of Inner Mongolia CDM projects.The research results show that:(1)The average annual CO2 emission reduction of the Inner Mongolia CDM project is about 55.177 million tons,ranking third in China.The CO2 emission reduction of various projects is quite different,the new energy and renewable energy projects have the largest total emission reduction,the N2O decomposition and elimination projects have the highest average emission reduction.(2)The Inner Mongolia CDM project has the strongest SO2 emission reduction capability,the NOx emission reduction capability is in the middle,and the PM2.5 emission reduction capability is the weakest.(3)The SO2,NOx and PM2.5 synergistic emission reductions and income from the energy-saving and energy-efficiency improvement projects,new energy and renewable energy projects are significantly higher than the other three types of projects.(4)The CO2 emission reduction effects of the CDM projects of the various cities and the synergistic emission reduction effects of air pollutants are significantly different.Based on the research results,corresponding policy recommendations are proposed in terms of optimizing project structure,developing forest and grassland carbon sink projects,increasing investment in technology research and development,strengthening project personnel training and introduction,and optimizing investment and business environment.
