摘要
高校科技成果转化管理服务具有互动性、从属性、能动性和导向性等特征,主要任务包括辅助转化决策,对接科技、金融、法律等市场资源,协调受让双方关系以及防控科技成果转化风险等。国家实施创新驱动发展战略,以及高校“双一流”建设要求高校加强科技成果转化管理服务能力建设,促进高校科技成果转化运用。市场经济环境下,高校科技成果转化管理服务存在市场化运作机制有待完善,管理服务的职能任务有待拓展,管理服务的专业化能力有待提高,管理服务人员的利益分配有待明晰。提高高校科技成果转化管理服务能力必须统筹科技成果转化管理服务治理体系和治理能力建设,推进成果转化运行机制市场化、搭建科技成果转化信息化平台、加快推进中试基地建设。
The management service for the transformation of scientific and technological achievements in universities has the characteristics of interaction,subordination,initiative and guidance.The main tasks include assisting transformation decision-making,connecting with market resources such as technology,finance,law,etc.,coordinating the relationship between the transferer and transferee,and preventing and controlling risks in the transformation of scientific and technological achievements,etc..The country s implementation of the innovation-driven development strategy and the“double first-class”construction of universities require universities to strengthen the construction of scientific and technological achievements transformation management service capacity,and promote the application of scientific and technological achievements in colleges and universities.Under the market economy environment,the market-oriented operation mechanism of scientific and technological achievements transformation management services in colleges and universities needs to be improved,the functional tasks of management services need to be expanded,the professional capabilities of management services to be improved,and the benefit-sharing mechanism of management service personnel is absent.To improve the management and service capacity of scientific and technological achievements transformation in universities,it is necessary to coordinate the construction of scientific and technological achievements transformation management service governance system and governance capacity,promote the marketization of its operation mechanism,build the information platform,and accelerate the construction of pilot test bases.
