摘要
PPP高速公路项目具有建设周期长、公私合营、投资金额巨大等鲜明特征,精准评估项目风险势在必行。首先设计了相对全面的PPP高速公路项目风险评价指标体系,构建了模糊综合评价法模型;然后对传统模型中的权重计算方法加以优化,采用组合赋权法代替主观意识强烈的层次分析法。以实际PPP高速公路项目为例,证明了此方法评估结果与实际项目风险水平一致,切实可行。
The PPP highway project has distinctive features such as long construction period,public-private partnership,and huge investment amount.Therefore,it is imperative to accurately assess project risks.First,a relatively comprehensive PPP highway project risk evaluation index system is constructed,and a fuzzy comprehensive evaluation model is constructed;then the weight calculation method in the traditional model is optimized,and the combination weighting method is used to replace the subjective analytic hierarchy process.Taking the actual PPP highway project as an example,it is proved that the evaluation result of this method is consistent with the actual project risk level and is feasible.
