摘要
发挥群团组织作用是夯实基层社会治理基础、打造共建共治共享的社会治理共同体的重要环节。本文以中国计划生育协会为典型案例分析了政策性群团在政策显著变迁和群团改革背景下参与社会治理的现状,认为政策性群团正在努力通过治理结构调整和多元宣传、精准项目、横向合作等行为创新策略融入社会治理共同体建设,但仍受制于组织战略不明带来的能力不足等问题。因此,政策性群团需要锚定自身政策属性、群团改革目标和社会治理需求之间的契合点,构建和依托包括全面资源管理、需求研判、分层分域服务合作、宣传沟通和能力提升等在内的战略框架,在社会治理中实现群团的可持续发展。
Mass organizations playing their roles is an important link in laying solid foundation for a social governance model based on collaboration,participation,and common interests.This article uses China Family Planning Association as a typical case to show how policy-oriented mass organizations(PMOs)join social governance in the background of prominent policy change and mass organization reform,and points out that though PMOs have tried to integrating into social governance by adjusting governance structure and exploring multiple communication,precise programs and horizontal cooperation etc,unclear strategy and thereof insufficient capacity are still frustrating PMOs.Therefore,PMOs need to make top-level design for sustainable development by building certain strategic framework composed of comprehensive resource management,demands analysis,layered and regionalized service cooperation,strategic communication and capacity building.
