摘要
团体标准是通过市场机制产生的标准,开展团体标准实施效果评价,可以评价团体标准在实施过程中是否很好的进行了推广,是否实现了制定目标,是否具有技术效益、经济效益等,为团体标准制定机构闭环的、宏观的掌握团体标准实施效果评价提供依据,为团体标准复审提供基础。本文立足城市轨道交通团体标准特点,研究标准实施效果评价的相关政策及理论研究依据,确定适合本行业的可操作性标准实施评价原则,提出定性和定量的评价指标和评价模型。
Social organization standard is generated through the market mechanism,and the evaluation of the effect of such standard can be used to evaluate whether the social organization standard has been well promoted during the implementation process,whether the goals have been achieved,whether it has technical benefits,economic benefits,etc.It can provide a closed-loop,macro-control standard implementation result evaluation basis for social organization.Based on the characteristics of urban rail transit social organization standards,this paper studies the relevant policies and theoretical research basis for the evaluation of the implementation effect of such standards,determines the operable standard implementation evaluation principles suitable for the industry,and proposes qualitative and quantitative evaluation indicators and evaluation model.
