摘要
构建企业和谐劳动关系一方面是对劳动者的保护,另一方面也在帮助企业不断地完善自身内部管理,防范用工风险,提高企业的综合竞争力。本文以杭州市相关样本企业的调研数据为基础,对企业的实际风险情况进行了分析,整理出企业关于劳动合同管理、内部劳动保障规章制度、民主管理、社会保险、休息休假、工资支付与分配等方面的用工风险点。建议在政府层面,加大政策法规宣传力度,强化对用工企业的培训;加强政府对企业的监管力度;做好企业的辅导教师;政策的实施方案与企业实际情况相结合。在企业自身层面,要加强人力资源专业队伍建设,提高企业经营者的重视程度,提高认识规范自身行为,完善劳动用工管理制度,做好企业民主管理工作等。
On the one hand,building harnionious labor relations in enterprises is to protect workers,and on the other hand,it also helps enterprises constantly improve their internal management,prevent employment risks,and improve the comprehensive competitiveness of enterprises.Based on the survey data of relevant sample enterprises in Hangzhou,this paper analyzes the actual risk situation of diagnosed and evaluated enterprises according to diagnosis and evaluation results,and sorts out the employment risk points of enterprises in terms of labor contract management,internal labor security rules and regulations,democratic management,social insurance,rest and vacation,wage payment and distribution and the like.It is suggested to,at flie government level,strengthen the publicity of policies and regulations,strengthen the training of employment enterprises,strengthen the supervision of enterprises by the government,well act as a tutor for enterprises,and combine the implementation plan of policies with the actual situation of enterprises;and at the enterprise level,strengthen the construction of professional human resource team,increase the importance attached by enterprise managers,improve the understanding on regulating their own behaviors,improve the labor employment management system,and do a good job in the democratic management of enterprises.
