摘要
吸引和延揽人才是在青高校人力资源建设的主要战略,在解决人才增量后,吸引人才保留下来,服务于大学与城市的可持续发展,是发挥人力资源优势的重要举措。文章分析了青岛市和青岛高校的人才政策,在两者的共同作用下,优化了高校的人才结构,提升了区域内高等教育发展水平,促进人才培养质量的提高。建设高质量的职后教育体系,营造良好的大学质量文化,建立多种社会服务渠道,是从内涵建设方面提升在青高校对高层次人才的吸引力。
Attracting the talents is the main strategy of human resource construction in the universities of Qingdao.After solving the problems of talent increment,keeping the talents to serve the sustainable development of universities and cities is an important measure to give full play to the advantages of human resources.By analyzing the talent policies of Qingdao city and the universities of Qingdao,this paper finds out that under the joint action of the city and universities,the talent structure of universities has been optimized,the development level of higher education in the region has been improved,and the improvement of talent training quality has been promoted.This paper also points out that to draw the attraction from the high-level talents to universities in Qingdao,they should enhance a high-quality post vocational education system,Cultivate a good university quality culture,and establish a variety of social service channels.Above all,they should improve the attraction of high-level talents in the universities of Qingdao from the aspect of connotation construction.
