摘要
河湖健康评价是加强河湖管理保护的重要基础性工作,是检验河长制湖长制“有名”“有实”的重要手段。随着河长制湖长制的深入推行,河湖健康评价备受关注。选取辽宁、福建、浙江、贵阳等省、市开展现场调研,从河湖健康评价指标选取、评价成本和评价可操作性方面进行分析,总结各地河湖健康评价经验与启示,结合我国国情、水情和河湖管理实际情况,从行业层面推动《河湖健康评价指南(试行)》编制。
Health evaluation of rivers and lakes is an important basic work to strengthen the management and protection of rivers and lakes,and an important mean to test the“reputation”and“reality”of river-lake chief system.With the in-depth implementation of river-lake chief system,the river and lake health evaluation has become a problem of public concern.Therefore,this paper selected Liaoning,Fujian,Guiyang,Zhejiang and other provinces and cities to carry out a large number of field investigations and analyses from the aspects of river and lake health evaluation index selection,evaluation cost and evaluation operability,summarized the experience and inspiration of river and lake health evaluation in various places,combined with China’s national conditions,water situation and the actual situation of river and lake management,and promoted the compilation of“Guidelines for River and Lake Health Assessment(Trial)”from the industry level.
