摘要
统一战线是国家治理体系的重要组成部分,在推进国家治理体系和治理能力现代化中发挥着重要作用。在移动互联网时代,伴随着时代语境的变革和党的执政理念的现代化进程,统战的理念与路径迫切需要进行现代化转型。移动互联网时代新阶层人士统战现代化既是回应新时代的要求,也是响应党中央统战创新的突破口和切入点。在指导思想上,要坚持党的领导,政治性与专业性相结合;在队伍建设上,要坚持人才战略,统战队伍建设和统战对象成长相结合;在践行方式上,要坚持多样化方法,线上与线下相结合;在原则规范上,要坚持需求和问题导向,普惠和精准相结合;在保障机制上,要探索统战评价机制,奖优与罚劣相结合。坚持正面引导为方针,教育引导为主线,将一致性和多样性相结合,原则性和灵活性有机统一,服务和管理并重,从而不断提高新阶层人士统战的现代化水平。
The united front,as an important component of national governance system,plays an important role in promoting the modernization of national governance system and governance capacity.In the era of mobile Internet,the concept and path of the united front urgently need to be modernized with the change of the context of the times and the modernization process of the party’s ruling concept.In the era of mobile Internet,modernization of the united front of new-class personages is not only a response to the requirements of the new era,but also a break⁃through and entry point with the resonance for the united front innovation of the CPC Central Committee.In terms of the guiding ideology,it is a must to adhere to the party’s leadership with the political and professional unity.In terms of team building,it is a necessity to uphold the talent strategy with the focus on the construction of united front team and the growth of united front objects.In terms of the practice mode,it is a suggestion to adopt the diver⁃sified methods with the online and offline combination.In terms of the principle and standard,it is a requirement to act with the demand and problem orientation with the guidance of the inclusive and accurate principles.In terms of the guarantee mechanism,it is an expectation to explore the evaluation mechanism suitable for the united front with the integration of reward and punishment.Furthermore,the principle of positive guidance should be given the top priority,along with the main line of educational guidance,to focus on the combination of unify and flexibility,the consistency of rule and flexibility,as well as the mutual highlight of service and management,so as to improve the modernization level of the united front of new class constantly.
