摘要
目的分析湖南省中医院2009—2017年的卫生资源配置现状及效率,寻找科学的卫生资源配置模式,促进湖南省中医药卫生体制改革,促进中医药卫生事业的发展。方法选取湖南省2009—2017年的中医院卫生资源配置效率相关投入-产出指标,运用DEAP 2.1软件中的BCC模型进行分析。结果2011、2015、2016年湖南省中医院卫生资源配置效率为非DEA有效,2011年规模报酬递增,2015年规模报酬不变,2016年规模报酬递增;2013年为DEA弱有效,规模报酬递减;2009年、2010年、2012年、2014年DEA为相对有效,规模报酬不变。结论湖南省近十年来中医院卫生资源配置效率在不断提高,同时也显现出一些问题,如中医院的政府投入不足、中医药专业技术人才缺乏、管理技术水平不高。因此要继续加大中医药财政投入力度,鼓励社会办医、放宽市场准入门槛;强化中医药专业技术人才培养;实施现代化、科学化管理手段,提高管理水平。
Objective To analyze the current situation and efficiency of health resource allocation in Hunan Provincial Hospital of Traditional Chinese Medicine from 2009 to 2017,to find a scientific health resource allocation model,to promote the reform of the traditional Chinese medicine and health system in Hunan Province,and to promote the development of traditional Chinese medicine and health services.Methods Select the input-output indicators related to the efficiency of health resource allocation in the hospitals of traditional Chinese medicine in Hunan Province from 2009 to 2017,and use the BCC model in the DEAP 2.1 software to analyze.Results The health resource allocation efficiency of Hunan Traditional Chinese Medicine Hospital in 2011,2015,and 2016 was non-DEA effective,the return to scale increased in 2011,the return to scale remained unchanged in 2015,and the return to scale increased in 2016;the DEA was weakly effective in 2013,and the return to scale decreased;DEA was relatively effective in 2009,2010,2012,and 2014,and the return to scale remained unchanged.Conclusion In the past ten years,the efficiency of the allocation of health resources in the TCM Hospital in Hunan Province has been continuously improving.At the same time,some problems have also emerged,such as insufficient government investment in the TCM hospital,lack of professional and technical personnel in traditional Chinese medicine,and low management skills.Therefore,we must continue to increase financial investment in traditional Chinese medicine,encourage the society to run doctors,and relax market entry barriers;strengthen the training of professional and technical personnel in traditional Chinese medicine;implementing modern and scientific management methods,improving management level.
