摘要
文章首先对我国从原有自然保护区向国家公园体系转变阶段的现状和挑战进行梳理;其次,分析美国国家公园建设管理中的成功经验,即美国国家主导、多方参与的管理体系,横向协调、纵向关联的立法体系,景观、文化开发为主的主题建设,全民共管的全民参与机制;最后,结合中国国情,提出美国经验对我国国家公园建设与管理的启示和展望。
Firstly,the paper combs the current problems and challenges in the transformation stage from the original nature reserve to the National Park System in China;secondly,it analyzes the successful experience in the construction and management of national parks in the United States,namely,the management system led by the United States and participated by many parties,the legislative system with horizontal coordination and vertical correlation,the theme construction focusing on landscape and cultural development,and the whole people jointly managed by the whole people Finally,combined with China's national conditions,the paper puts forward the enlightenment and Prospect of American experience for the construction and management of national parks in China.
