摘要
现代城市停车设施建设与管理存在的主要问题是停车设施需求明显但结构性失调、停车设施混乱影响城市街道空间品质、管理落后等。目前,国内外城市停车设施建设与管理成功的实践经验主要有:面向街道空间品质的停车设施改造、完备的法律政策、停车产业化、智慧化管理与运营等。停车设施适应性建设与智慧化管理是当前的重要趋势,未来城市应当合理规划停车设施,停车设施建设服从街道空间品质,优化其运营机制,推广停车场智慧管理方式,完善城市停车管理政策。
The main problems existing in the modern city’s construction and management parking facilities are as follows:the obvious demand for parking facilities,structural imbalance of parking facilities,disordered parking facilities affecting the spatial quality of urban streets,backward management of parking facilities,etc.At present,the successful practical experience of the construction and management of urban parking facilities at home and abroad mainly includes:parking facilities transformation oriented to street space quality,complete laws and policies,parking industrialization,intelligent management and operation,and the adaptive construction and intelligent management of parking facilities are the current important trends.In the future,Cities should rationally plan parking facilities,make parking facilities comply with the quality of street space,optimize the operation mechanism of parking facilities,promote smart parking management,and improve urban parking management policies.
