摘要基于协同治理与整体治理的理论基础,构建了我国青少年近视“医教协同”基层治理模式。该模式提出了学校与医院在政府的引导和推动下协同实施国家青少年近视政策的框架体系。这一体系中学校和医院是“医教协同”治理模式的两个重要参与主体,且学校是主要的责任承担者。同时,为了保证“医教协同”执行的效果,这一协同体系接受政府与社会的监督和评价。在分析确定这一模式各参与主体原因的基础上,明确了参与主体的具体责任,并探讨了“医教协同”治理模式的纵向与横向协同机制。最后,提出了“医教协同”治理模式的保障机制:完善领导体制,为“医教协同”提供组织保障;加强政策引导,为“医教协同”提供政策保障;协调各方资源,为“医教协同”提供人、财、物与技术保障;创新治理机制,为“医教协同”提供途径与方法保障;完善评价机制,为“医教协同”提供考核制度保障。 Based on the theory of Collaborative Governance and Overall Prevention,the grassroots governance model of“medical and education coordination”for juvenile myopia in China is constructed.This model puts forward the framework system for schools and hospitals to implement the national juvenile myopia policy under the guidance and promotion of the government.Schools and hospitals are two important participants in the governance mode of“medical and education coordination”,and schools are the main responsibility bearers.At the same time,in order to ensure the implementation effect of“medical and education coordination”mode,this collaborative system is subject to the supervision and evaluation of the government and society.The reasons for determining the participants,the specific responsibilities of the participants and the vertical and horizontal cooperation mechanism of the governance mode are analyzed.Finally,the guarantee mechanism of this mode is proposed:Improve the leadership system to provide organizational guarantee for“medical and education coordination”;strengthen policy guidance to provide policy guarantee for“medical and education coordination”;coordinate resources of all parties to provide human,financial,material and technical support for“medical and education coordination”;innovate governance mechanism to provide way and method guarantee for“medical and education coordination”;the evaluation mechanism should be improved to provide effective supervision for the“medical and education coordination”mode.
