摘要
给出了定量风险评价的一般程序、核心指标以及风险基准,以某企业规划建设的乙烯项目为例,经过危险辨识,在危险性高的分析单元中选取温度、压力较高且存在易燃、易爆介质的设备和设施,使用挪威船级社(DNV)SAFETI定量风险分析软件进行风险计算。依据国家风险的相关标准要求,项目计算出的个人风险等值线1×10^(-5)、3×10^(-6)及3×10^(-7)范围内均无敏感场所和防护目标,计算出的社会风险部分处于尽可能降低区,企业可以采用优化技术措施、加强安全管理和培训等方式,尽可能降低项目风险。
This paper presents the general procedure,core index and risk benchmark value of quantitative risk analysis(QRA).Taking the ethylene project planned and constructed by an enterprise as an example,equipment and facilities with high temperature and pressure and flammable and explosive medium are selected in the analysis unit with high risk after hazard identification,and risk calculation is carried out by using DNV SAFETI quantitative risk analysis software.According to the relevant standards of risk benchmark published by the state,personal risk calculated by the project has no sensitive places and protection targets within the ranges of 1×10-5,3×10-6 and 3×10-7,and the calculated social risk part is in the area of the lowest possible level.The enterprise may take measures such as optimizing process technology,strengthening safety management,increasing relevant education and training to minimize project risks.
