计及月利用小时分档的工商业两部制电价优化模型 被引量:2

摘要 在销售电价分类调整的政策导向和2050年终端电气化率将超过50%的能源转型背景下,针对工商业不同负荷特性用户细分市场定价和负荷率电价未完全考虑输配电设备利用效率的问题,提出了计及月利用小时分档的工商业两部制电价优化模型。该模型首先根据月利用小时分档确定两部制电价基本设计框架,再基于分档线和各档电价水平,以用户总平均电价最小化为优化目标建立非线性规划模型,并采用GA算法通过调研数据进行实证分析,通过优化电价后各类用户用电成本以及售电经济效益的对比分析,验证了该模型的可行性。 In the context of the policy orientation of China’s classified adjustment of sales electricity prices and the energy transition that the domestic terminal electrification rate will exceed 50%in 2050,aiming at the problem of pricing in different load characteristics of industrial and commercial sectors and the problem that the utilization efficiency of power transmission and distribution equipment is not fully considered in the pricing of user segments with different load characteristics in industry and commerce,an optimization model of the two-part electricity price for industrial and commercial that takes into account the monthly load utilization hours is proposed.The model first determines the basic design framework of the two-part electricity price based on the monthly load utilization hours grades.And then builds a non-linear programming model based on the grade lines and each grade’s electricity price level with minimizing the total average electricity price of customers as the optimization goal.The empirical analysis is carried out by using GA algorithm through the survey data.The comparative analysis of the electricity consumption costs of various customers after the optimization of electricity prices and the economic benefits of the State Grid Corporation of China has verified the feasibility of the model.
