摘要
我国制造业始终存在“大而不强”的问题,亟待通过技术创新进行转型升级,而“走出去,引进来”贸易战略下的技术溢出是驱动技术创新的动力源。针对此,本文将双向贸易技术溢出与制造业转型升级纳入统一的分析框架内,采用定性与定量相结合的方法,以内生经济增长理论和新贸易理论为基础,从进出口两个层面阐释贸易技术溢出效应的传导路径,及其对制造业的影响机制;同时,选定2009~2019年我国制造业时间数据作为研究对象,利用超效率DEA-SBM测度制造业转型升级效率,并在此基础上,采用Tobit模型实证分析了贸易技术溢出对我国制造业转型升级的显著影响,以此为国际贸易政策的优化设计提供有效支撑。
China's manufacturing industry always has the problem of“big but not strong”,which needs to be transformed and upgraded through technological innovation,and technological spillover under the trade strategy of“going out and bringing in”is the driving force of technological innovation.In view of this,this paper puts the two-way trade technology spillover and the trans⁃formation and upgrading of manufacturing industry into a unified analysis framework,uses the combination of qualitative and quanti⁃tative methods,the endogenous economic growth theory and the new trade theory as the basis,and explains the transmission path of trade technology spillover effect and its impact mechanism on manufacturing industry from two levels of import and export;at the same time,China's manufacturing industry in 2009~2019 is selected industry time data as the research object,using super effi⁃ciency DEA SBM to measure the transformation and upgrading efficiency of manufacturing industry,and on this basis,using Tobit model to analyze the significant impact of trade technology spillover on the transformation and upgrading of China's manufacturing in⁃dustry,in order to provide effective support for the optimization design of International trade policy.
