摘要
农业科技进步贡献率是衡量农业经济高质量发展、建设农业科技强国非常重要的指标。首次采用统一的数据采集渠道、数据处理规则、测度模型(Solow余值法)和系数调整方法,对我国各地区的农业科技进步贡献率进行测度,实现了“十五”以来我国各地区农业科技进步贡献率的横向可对比分析;对“十二五”时期我国各地区农业科技进步贡献率差异性进行研究,可以判断中西部地区仍属于依靠农业物质费用投入的粗放型农业经济,农业物质费用在农业经济增长中仍然扮演重要角色,农业劳动力已经成为农业经济增长的限制要素,耕地对农业经济发展的贡献趋于平稳;根据农业各要素贡献率的聚类分析,将“十二五”我国各地区的农业科技进步和创新发展划分为4类模式;提出农业科技进步贡献率不适宜作为政府的年度考核指标,并对各地区提升农业科技进步贡献率给出相应的建议。
The contribution rate of agricultural science and technology progress is a very important indicator to measure the high-quality development of agricultural economy and build a strong agricultural science and technology country.For the first time,a unified data collection channel,data processing rules,measurement model(Solow residual method)and coefficient adjustment method are used to measure the contribution rate of agricultural science and technology progress in all regions of China,and the horizontal comparative analysis of the contribution rate of agricultural science and technology progress in all regions of China since the tenth five year plan is realized;the difference of the contribution rate of agricultural science and technology progress in all regions of China during the twelfth five year plan is analyzed Through research,it can be judged that the central and western regions are still extensive agricultural economy relying on agricultural material cost input,and agricultural material cost still plays an important role in agricultural economic growth.Agricultural labor force has become the limiting factor of agricultural economic growth,and the contribution of cultivated land to agricultural economic development tends to be stable.According to the cluster analysis of the contribution rate of agricultural elements,the“ten”The contribution rate of agricultural scientific and technological progress is not suitable to be used as the annual assessment index of the government,and corresponding suggestions are given to improve the contribution rate of agricultural scientific and technological progress.
