摘要
社会组织通过政府购买服务参与社区戒毒,既有助于弥补政府在提供社区戒毒康复服务方面的不足,也有助于促进社会组织发展,加强专业禁毒社工队伍建设。以广州市B区A社区购买社区戒毒康复服务为例,通过分析禁毒社会组织在社区戒毒康复服务中所扮演的政府的合作者、服务的直接提供者、禁毒社工的管理者等角色,指出当前存在政府合作意识不强、服务供给障碍、社工队伍管理不足等问题,提出促进合作、提高服务质量、加强社工队伍建设等建议,推动社会组织在社区戒毒中发挥更大作用。
Through the purchase of services by the government, social organizations participate incommunity drug rehabilitation, which not only make up for the shortage of community drug rehabilitationservices provided by the government, but also promote the development of social organizations andstrengthen the construction of professional anti-drug social workers. Taking the purchase of community drugrehabilitation services in community A of Guangzhou as an example, this paper analyzes the roles of thegovernment partner, the direct provider of services and the manager of anti-drug social workers played byanti-drug social organizations in the community drug rehabilitation services, and points out the problemssuch as government’s weak sense of cooperation, the obstacle of service supply, and the inadequatemanagement capability. Therefore, some suggestions are put forward: strengthening cooperation, improvingservice quality and strengthening the psychological quality of social workers and the construction of socialorganizations, so as to promote social organizations playing a bigger role in community drug rehabilitationwork.
