摘要
以高技术产业为例,基于面板数据模型、面板门槛模型研究了创新政策、政府研发补贴对创新集聚的作用。结果发现,创新政策对创新集聚弹性为正数;政府研发补贴不能促进创新集聚;创新政策对创新集聚的弹性正逐年下降;创新集聚较强地区创新政策绩效越高;创新政策对创新集聚的作用总体上处于规模报酬递减阶段;创新集聚质量有待提高。
Taking the high-technology industry as an example,this paper comprehensively analyzes the effect and rule of innovation policy and government R&D subsidy on innovation agglomeration by panel data model and panel threshold model.Results show that innovation policies are conducive to innovation agglomeration,while government R&D subsidies cannot promote innovation agglomeration.The flexibility of innovation policy for innovation agglomeration constantly decrease.The higher the innovation policy performance is in the region with strong innovation agglomeration.As a whole,the role of innovation policy on innovation agglomeration is at the stage of scale remuneration decreasing and the quality of innovation agglomeration needs to be improved.
