摘要
为使拟建项目的所有风险均处于"低风险状态且可控",必须落实社会稳定风险应对措施。根据我国有关风险管理的国家标准以及国内外普遍实行的风险分析和评估基本框架,以风险调查、风险识别、风险估计、风险防范和化解措施、落实措施后的预期风险等级、得出风险分析结论为研究思路,结合某铜矿采选工程项目实例进行社会稳定风险分析,识别出9个主要风险因素:政策规划批复程序、征地搬迁、易燃易爆危险源、尾矿库、生态环境、水环境、固体废物、施工安全与环境保护、社会治安。通过风险防范和化解措施,将这9个风险因素的影响程度降至最低且可控。研究内容可为有色金属重大投资项目社会稳定风险分析篇章编写提供借鉴与参考,为投资决策提供依据,为项目风险管理提供方向。
In order to make all risks of the proposed project in a low risk and controllable state,social stability risk response measures should be implemented.According to the national standards of risk management in China and the basic framework of risk analysis and assessment widely implemented at home and abroad,the risk investigation,risk identification,risk estimation,risk prevention and mitigation measures,expected risk level after implementation of measures,and risk analysis conclusion were taken as research ideas.Combined with a copper mining and beneficiation project,social stability risk analysis was carried out.And nine main risk factors were identified,including policy planning approval procedure,land acquisition and relocation,flammable and explosive hazard sources,tailings pond,ecological environment,water environment,solid waste,construction safety and environmental protection,and social security.Through risk prevention and mitigation measures,the impact of these nine risk factors is minimized and controlled.The research content can provide a reference for the compilation of social stability risk analysis chapter for major investment projects in non-ferrous metal,provide basis for investment decisionmaking,and show direction for project risk management.
