摘要
构建黄河流域的现代化治理体系是实现黄河流域高质量发展的重要保障。从黄河流域高质量发展的内在要求出发,需要建立市场协同、利益协同、社会协同、文化协同和生态协同的现代化治理体系。当前,黄河流域高质量发展面临着经济发展差异较大、治理模式相对分散、社会治理能力滞后、文化产业动力不足以及生态环境脆弱等多重制约因素。黄河流域高质量发展需要构建市场经济一体化治理体系、利益共享的政府治理体系、共建共治共享的社会治理体系、多层次文化治理体系以及多元化生态环境治理体系,并相应地建立促进经济结构转型升级、加强保护治理顶层设计、拓宽基层参与治理渠道、加快新型基础设施建设、提升可持续发展能力的推动机制。
The construction of modernized governance system for the Yellow River Basin is critically important for the region to realize high-quality development.Based on the internal requirements of high-quality development for the Yellow River Basin,it is necessary to establish a modernized governance system featuring market coordination,benefit coordination,social coordination,cultural coordination and ecological coordination.At present,the high-quality development of the Yellow River Basin is facing with multiple restrictive factors such as large differences in economic development,dispersed governance models,lagging social governance capacity,insufficient impetus of cultural industry and fragile ecological environment.To realize the high-quality development of the Yellow River Basin,it is important to build an integrated management system for the market economy,benefit-sharing system of governance,co-construction and co-governance and sharing social governance system,multi-level culture management system and the diversified ecological environment management system.Accordingly,a promotion mechanism including the transformation and upgrading of the economic structure,strengthen design of the top-level protection and governance,channels broaden for grassroots participation in governance,construction acceleration of the new infrastructure and enhance the capacity for sustainable development should be set up.
