农业技术创新的质与量——基于国际农业类专利发展态势的比较分析 被引量:17

Quality and Quantity of Agricultural Technological Innovation——Comparative Analysis Based on the International Development Trend of Agricultural Patents

摘要 本文借助PatSnap全球专利检索数据库搜集1985—2019年国内外农业专利数据,从农业专利申请数量、受理数量、有效发明专利占比、专利被引用数量、专利价值、权利要求数、专利技术领域分布等不同维度对比分析国内外农业专利数量与质量,对中国农业专利的优势领域及发展短板深入剖析。结果表明,在数量上,中国农业专利数量呈指数式增长,远超其他国家;在质量上,中国农业专利存在高质量专利比例偏低、处于顶尖水平的专利数量不足、缺乏具有绝对话语权的领先申请(专利权)人、热门技术领域布局优势不明显等问题。基于此,本文认为加强政策引导和技术领域战略布局、鼓励高校和科研院所面向市场、完善专利质量制度体系对提升中国农业专利质量具有决定性作用。 This article uses the PatSnap global patent database to collect domestic and foreign agricultural patent data from 1985 to 2019,and compares the quantity and quality of agricultural patents in different dimensions from the number of agricultural patent applications,the number of applications,the proportion of valid invention patents,the number of patents cited,the value of patents,the number of claims,the distribution of patent technology fields,and an in-depth analysis of the advantages and shortcomings of China's agricultural patents are conducted.The results show that,in terms of quantity,the number of Chinese agricultural patents has increased exponentially,and surpassed other countries;In terms of quality,China's agricultural patents have problems such as a low proportion of high-quality patents,insufficient number of top-level patents,and lack of absolute voice,the unfavorable layout advantages in popular technology fields.We believe that it is necessary to strengthen policy guidance and strategic layout in the technical field,encourage universities and research institutes to face the market,and improve the patent quality system to improve the quality of agricultural patents in China.
