摘要
运用扎根理论的研究方法,选择1994—2018年国家标志性扶贫政策和龙胜各族自治县旅游扶贫效应相关资料为研究样本,借助NVivo软件对两类样本分别进行开放性编码、主轴编码和选择性编码分析。根据质性分析结果,挖掘扶贫政策变迁的阶段性演变规律和龙胜旅游扶贫效应的阶段性特征,以及扶贫政策变迁对县域旅游扶贫效应的影响特征。结果表明:(1)扶贫政策变迁并未使扶贫政策范式发生质的变化。(2)扶贫政策变迁对龙胜旅游扶贫社会经济效应影响较为明显,对生态和文化效应的影响表现相对迟缓。(3)龙胜旅游扶贫效应变化与扶贫政策变迁存在相似的阶段性特征。
The paper analyzed two samples using the research method of grounded theory by NVivo software,which were about signature poverty alleviation policy and PPT effect of Longsheng Various Nationalities Autonomous County from 1994 to 2018.The coding analysis was divided into three steps,open coding,axial coding and selective coding.According to the results of the qualitative analysis,the paper found the development rules of period about the poverty alleviation policy change,the characteristics of period in Longsheng’s PPT effect,and the characteristics of how the poverty alleviation policy change influenced on the county’s PPT effect.On the basis of these,the article constructed the impact mechanism,then put forward the optimization countermeasures of the poverty alleviation policy and gave some advice on how to improve the Longsheng’s PPT effect.There were three main conclusions:①The poverty alleviation policy change does not transform the policy paradigm.②The poverty alleviation policy change actually has obvious impacts on the social effect and economic effect of Longsheng,but relatively slow impacts on ecological effect and cultural effect.③The periodical characteristics of Longsheng’s PPT effect is similar to the poverty alleviation policies.
